Yes, the engine uses the JPL ephemeris and Skyfield to compute true local sunrise and sunset for the given latitude, longitude and date.
Can I use this for Muhurta?
You can use it to understand Mandi timing, but Muhurta should be confirmed with full Panchangam factors such as Tithi, Nakshatra, Yoga, Karana and Muhurta windows.
What is the confidence rating?

Why is the ascendant used for Mandi?
